Oregon Project Independence Medicaid (OPI-M)


OPI-M is an expansion of the Oregon Project Independence program (OPI). OPI-M is different because it uses federal Medicaid dollars so more people can get services.

There are income and asset limits for OPI-M. But they are much higher than the limits for Medicaid/OHP, so more people qualify.

  • You can earn up to 400% of the Federal Poverty Level. For 2025, this is $5,217 per month for an individual.
  • Your combined resources (savings and assets) can be up to $94,523 for 2025. This is calculated based on the amount the state pays for six months of care in a nursing facility.
  • If you qualify, there is no cost for services.

In some cases, people who have Medicaid/OHP can also get OPI-M.

Who is eligible for OPI-M?

To qualify you must:
  • Be age 18 or older
  • Need help from another person with personal care and health-related tasks
  • Meet income and asset limits
  • You can earn up to 400% of the Federal Poverty Level.
  • Your combined resources (savings and assets) can be up to the amount the state pays for six months of care in a nursing facility.

Services

OPI-M provides in-home services. This may include personal care, housekeeping, meal preparation, home delivered meals, chore services, adult day services, assistive technology, home modifications and support for unpaid family caregivers.​​

Cost

There is no cost for services if you qualify. There is no estate recovery so your heirs don’t have to pay back any costs.

If you are interested in OPI-M, call or visit your local Aging and People with Disabilities (APD) or Area Agency on Aging (AAA) office. Use this search tool to find a local APD or AAA office near you.
