What are assisted living and residential care facilities?

Residential care and assisted living facilities provide housing and supportive services to six or more people. Residential care and assisted living facilities’ services are similar but licensed separately by the Department of Human Services. For example, they both provide meals, laundry, housekeeping, social activities, medication administration and personal care assistance.

Assisted living facilities must have private apartments. They range from a studio to one or two bedrooms. Each apartment has a kitchenette and private bathroom with a wheelchair-accessible shower. Residential care facilities offer shared and private rooms. These facilities are not required to provide private bathrooms or kitchenettes. Assisted living and residential care facilities are best suited for people who want to remain as independent as possible. They should be able to direct their own care.

Assisted living and residential care facilities must have a registered nurse on staff or contract. However, the nurse does not have to be there 24 hours a day. The caregivers’ duties and qualifications vary. Caregivers do not have to be certified nursing assistants. However, all staff members must have background checks and be trained to serve residents.

Assisted living and residential care facilities must provide a copy of their Uniform Disclosure Statement to anyone who asks about their services. It outlines the facility’s services and charges. It also provides information on staffing levels.

How do I pay for assisted living/residential care?

You can pay privately or use long-term care insurance if it covers the cost of assisted living and residential care. Medicare does not pay for these services. If you can’t pay for the service, contact your local ADRC of Oregon. You will get help to find out if you or your loved one is eligible for Medicaid. Be sure to ask if the facilities can accept Medicaid payment.
